2023-04-24 Professor Li-Ching Chang and her team from Department of Economic and Financial Law of National University of Kaohsiung and Department of Overall Planning co-organized “Campus Lecture on Judicial Reform.” 

Actors, physicians, scholars, and prosecutors at the campus lecture used the TV series "The World Between Us" as the background to extensively discuss issues such as schizophrenia, mental disorders in violation of the law, and judicial psychiatric appraisal, as well as sharing information from the view of system, medical, comparative law and other promotion-oriented achievements and future suggestions.

Li-Ching Chang indicated that in recent years, there have been frequent incidents of mentally ill offenders, which have aroused widespread discussion among the public. Among them, the 2019 social reality TV series "The World Between Us" vividly described the moods and entanglements of various characters, such as the perpetrators, the families of the victims, defense lawyers, and patients with diseases.
It brings out issues like "Identification of mental disorders" and "Schizophrenia".

Hereby, Department of Economic and Financial Law of NUK specially assisted Department of Overall Planning to hold “Campus Lecture on Judicial Reform.” It was hosted by Hsin-Hsu Hung, the Chief Prosecutor of Kaohsiung District Prosecutors Office. 

Senior drama teacher and actor Tzu-Yen Yeh, Chief Prosecutor of the Ministry of Justice Fang-Yi Chou, the Dean of Jianan Psychiatric Center, MOH, Wen-Cheng Wu and Professor Li-Ching Chang from Department of Economic and Financial Law of NUK, talked about the issue of judicial psychiatric appraisal from different aspects in 4 sessions.

In “The World Between Us”, Tzu-Yen Yeh, who played the role of child murder suspect Chen Chang in the play, shared his mental journey from audition to performance, including trying to figure out the inner world and external behavior of patients with schizophrenia before playing the role. After taking over the play, he paid more attention to the issues related to mental disorders and violations of the law. He was also happy to see the public's response to the play and the subsequent judicial reform, leading to a more progressive society.

Chief Prosecutor of the Ministry of Justice, Fang-Yi Chou, introduced the criminal justice treatment of mentally ill offenders, including the physical evidence and materials of judicial psychiatric appraisal, the execution process of guardianship, multiple treatment and transfer conference, all the way from the trial of the court to the return of the defendant to social independent life and community fusion.

The Chief Prosecutor of Kaohsiung District Prosecutors Office, Hsin-Hsu Hung, introduced the medical practice of mental disorders, such as the scope of criminal, civil, administrative and other appraisals, as well as the hospital appraisal process, the mechanism for checking whether there is fraud, and even the difficulties encountered. Finally, he shared his views and suggestions on the new system of guardianship in my country from the perspective of clinical treatment.

On the other hand, Li-Ching Chang drew on the experience of Germany and gave further suggestions on the domestic system in the mental disorder legislation. The relevant content includes the process of the guardianship system in my country, the amendments to the Criminal Law and the Criminal Procedure Law.

She also cited the UN's "The Convention on the Rights of Persons with Disabilities, CRPD" to test Taiwan's legal system and the judicial treatment of mentally disabled offenders in Germany, it helps students understand the characteristics and differences of each other's systems.
