Dear Overseas Students, 

中央流行疫情指揮中心於12月30日宣布，將自2021年1月1日起零時起(當地搭機時間)，限縮非本國籍人士入境及檢疫規定，15日起強化入境旅客檢疫措施。
On December 30, 2020, the Central Epidemic Command Center (CECC) announced that in response to a new variant of coronavirus, Taiwan implements more stringent border and quarantine restrictions than before. Starting on January 1, 2021, only Taiwan citizens, the residents and several visitors in a few other categories will be allowed to enter Taiwan. Effective on January 1, 2021, Taiwan will tighten the quarantine measures for visitors.

教育部爰依指揮中心指示，即日起暫緩受理境外學位生入境之申請方案（含所有學生及先修華語之外交部臺灣獎學金受獎生）。但是，境外生若因持有12月30日之前「教育部部專案許可並由學校核發之境外生入境許可證明」，後續仍可來臺。教育部配合邊境管制措施，重新檢視規劃境外學位生入境相關防疫作業中 The Ministry of Education (MOE) stated for at least one month, with immediate effect, the suspension applies to all overseas students, those from Mainland China, Hong Kong, and Macau, as well as recipients of the Ministry of Foreign Affairs’ Taiwan Scholarship included. However, if the overseas students who have obtained the “Overseas Student Entry Permit Certificate” approved the MOE on or before December 30, 2020, will still be allowed to enter. The MOE will review and plan new measures in consultations with the CECC.

指揮中心指出，亦將加強入境者之居家檢疫措施，自今年1月15日零時起，入境旅客除須依原規定檢附登機前3日內檢驗報告外，亦須提供檢疫居所證明(以集中檢疫或防疫旅宿為原則，若選擇居家檢疫者，則須1人1戶且經切結)。入境檢疫措施將視疫情及執行狀況，適時滾動調整。 The CECC states that from January 15, 2021, at 00:00, the visitors are required to provide a COVID-19 RT-PCR test report issued within three days of boarding and proof of the location of their intended quarantine. Based on the principle, the visitors should quarantine at a group quarantine facility or quarantine hotels. If those who decide to quarantine at home must sign an affidavit to declare they have met the requirement of one person per residence. The CECC will adjust the entry and quarantine restrictions if necessary.

由於國際疫情升溫，可能使得台灣入境管制更趨嚴格，因此再次提醒已經在台灣境內的同學們盡量避免於寒假期間出境。
Because of the uncertain situation, overseas students in Taiwan are advised not to leave here during the winter vacation.
